I am in Jira 4.4.5.
When i click on 'All' option in issue tab panel, the panel dissapears and comment option also becomes invisible.
I have installed Jira Suite utilities plugin also.

Issue has been resolved.
TTB is the name for TimeTracking and Billing Pluigin.
By updating the same, issue has been resovled.

Seems that there is a plugin that is incompatible with this JIRA version caused this. However, I can't find anywhere the "TTB Issue Tab Panel" . Thus you might want to disable the following to identify the culprit plugin:

Do you have any screenshot ? Any stack trace in the JIRA logs when you view the issue ?
Does the same problem occured if you disabled all user installed plugin ?
