Where in the database can I find the Groups that have been created?

Trying to build a query where the result set will show all settings within a project - notification scheme, permissions, etc - but I can't find the table that shows the user group I've created.

You haven't told us which application, or what version.

For many of them though, try cwd_group and cwd_membership for the users in the groups.
