Why do we need to set build priority on both Plan configuration and Job configuration?

We have set the Build priority on the plan configuration and expected all the jobs within the build to inherit that priority.  But surprisingly I have to do that on individual job configuration as well.

Why is that so?

Is there a way to enable the jobs inherit the same 'Build Priority' setting from the Plan Configuration?
