Why doesn't this plugin work in sync?

As a trial, I currently have the plugin installed on jira.

And even though it is enabled, such as mapping with my azure devops

It's been a day and still not working.

What did I do wrong ?

 

(cloud azure devops -> cloud jira )

I want this flow.
