Why is the insight-resource-customer-context module disabled?

I noticed after the latest Insight add-on update (4.9.7) it warned me there were disabled modules.  I checked and found one disabled module called "insight-resource-customer-context".  I'm not sure what that module is supposed to do, but I'm not allowed to enable it.  Is this module puposefully disabled?  If not, how can I enable it and what's it's purpose?

This is to enable rest endpoints for ServiceDesk customers. My guess is that you are not running JSD, is that the case?
