Will adding a watcher on issue create send them an email?

If we install the watcher field issue to our Jira server projects and configure it to populate watchers on issue create, will it send notifications to the watchers for that event?  
We are looking to have watchers alerted to the creation of issues that impact them and presently are having difficulties with the issue create event.

We're also interested in the answer to this question - it's the reason that the default jira 'adding a watcher' is frustrating - it doesn't send any notification afaict.
