Xray Test plan board

Getting You do not have permission to create folder in xray test plan board. 

I am an admin and I have enabled Hierarchical  check box and also added admin user role in order to create folder in Test plan board. I am still unable to  create folders in Test plan board. However I am able to  create folder in  Test  repository .

Any help is appreciated
