Year on year cost of "Jira SU" plugin

We see it's $1000 to purchase ( for the one we need ).

Is that a permanent license? If so is there a yearly

support/maintenance cost?

The script runner plugin has the same, or similar, functionality and it's free. Admin -> Built-in Scripts -> Switch user.

Doesn't have the bells and whistles like a floating panel to log you back in as yourself though... you just have to log out of the impersonated user session and log back in.

Usually licenses a valid "forever", however, if you like to get updates and support you normally have to pay half of the original license fee on an annual basis.

Mabe you have to check the vendors's hompage to get the pricing details...
