Zephyr View Only Permissions

I need to allow users to be able to view test case/step information, but prevent them from being able to edit it, add test to cycles, execute tests, etc.

I thought Zephyr would follow the project permission scheme, but it does not. Any user with browse permissions to the project, also has the ability to edit any test information.
