is there a BigPicture Program Template that we can reuse as a template for our deployment to the Atlassian Jira Cloud?

When it comes to creating your box hierarchy on the BigPicture overview module, you can take advantage of the "Duplicate configuration" feature, which allows you to clone the box settings. With this and with the creation of a template box according to your needs, I believe that you can achieve what you are asking.

Please also note that the box hierarchy will not be copied (sub-boxes), and for that we have a task created in our JIRA in order to make it happen one day, please see below:
