enable stateospcope

Hi have downloaded the addon but i can not enable it? Do i need a special licence?

I was able to replicate this problem on my test instance (JIRA v6.0.5, UPM v2.12.2). I've raised this but report on the plugin's issue tracker: https://bitbucket.org/tuncaysenturk/stateoscope/issue/5/plugin-cannot-be-enabled

The issue was resolved on v2.3, which is already available for download on the Marketplace (or upgrade via Manage Add-ons).

I could not find the relevant logfile.

This is a free add-on. No license is required. Did you installed it via Universal Plugin Manager? Does any error message appear on the screen or on the logs while enabling it?
