linked issue field to require a specific issue type

hi.

i am trying to set up a listener, that permanently checks if an issue in a single project has issue links of a specific issue type.

reason here is:

the customer usually creates an "Incident" and links it with a relevant "Task".

in some cases colleagues remove additional issue links and accidentally hit the necessary "Task". I was asked how to avoid this.

a) issue links should always require linked issues of type "Task"

b) issue links should stay editable on issue view screen (inline edit)

any solutions possible please?
