logging 10m in tempo timesheets shows 0.17 why?

If I log 10m (minutes) on an issue.  One the timesheet it shows 0.17 as time entered.  Why is that?

The display is set to hours.  10 minutes is 1/6th of an hour, or 0.16(recurring) which rounds up to 0.17 of an hour.
