I have to create a single dashboard a big team with multiple project and multiple scrum team

I have to create a single dashboard for a team. where there are 4 projects and each project is consisting of 3 to 4 scrum teams.
so my manager wants me to create a dashboard where he could see the progress of the whole team. 
How could i create a jira dashboard. please give me a roadmap how it can be done.
and how i can fetch data if i add multiple projects in a dashboard. how can i see the team's progress.

It is difficult for me to tell you exactly what to do without understanding fully your situation and how you want to present this data. For example, do you want a single gadget to represent all of the projects or do you want a gadget pro project/team?
