Why is there no way to add external users or unmanaged accounts to the authentication policy.
I would think that non-managed accounts would be more import than those that are managed and default to SSO.
Did I miss something? Is there a better way to configure this.

No, that is not possible using Atlassian Access. The users must be a part of the managed domain.
