Permission to an item, without permission to the project

I have a permission scheme configured in the project and not all users have access.

I would like to give permission to one of the users who does not have access to the project, but who could have access to a specific item.

It's possible?

Unfortunately this isn't possible, I've tried this out at my end too where I gave Group 1 access to Browse a project, and restricted one specific issue to one user that didn't have access to Browse the project, it resulted in an error stating I cannot view the issue.

Since the Browse Project permission is the first level Check I can suggest another approach to the above use case, using issue security scheme restrict all issues to Group an internal group, next you grant Group 1 and the "internal group" browse project permission. When you need the external or single issue access you remove the security for that single issue.
