Does the audit log give details of any activity on the created users

we need to have a reports to provide the following details, does the audit log of Jira access give this information?

Providing a control and security report for all transactions executing from UAM unit employees:

• Report for all modification made by UAM unit users The output report contains field (admin ID / date / type of action / auth ID / before action / after action /  Groups).
• Report users list contains field ( all users , creation date , last modified date , groups , Rule ) .
• All defined user for specific groups / Rules and verse versa (groups / Rules /  users id / creation date , last modified date).
• All LOGS systems

and what is the difference between the Track organization activities and Track user-created activity?

There are site-level audit logs for each site. Org-level audit logs across sites (admin activity) is available with Atlassian Access. Org level audit logs across sites for admin + user activity is available with the Cloud Enterprise edition.
