When I add customers (we have invite emails turned off), I can't find them in the "Portal-only customers" screen in order to migrate them to Atlassian Accounts.
Do the invites need to be accepted in order to migrate them?
This wasn't the case before the change to "centralized"

Welcome to the Atlassian Community!
Newly migrated customers must log in using their Atlassian account credentials after you migrate them. If they have a new Atlassian account, they need to verify their email address.

The issue is with being able to migrate them from customer to Atlassian account.
If I add them as a customer, they don't show up in the portal-only customers screen where I can migrate them to Atlassian.
Do they need to have accepted the invite and sign in? We currently have the invite emails turned off.
I have previously been able to add the user as a customer, then immediately migrate them to Atlassian account.
Since the change to Centralixed, this has not been possible.

In this case, as they need to verify the email address yes - they need to accept the email.
