Use Atlassian Access with zero billable users? (Jira Product Discover)

Hi,

I'm interested in using Atlassian Access exclusively for Jira Product Discovery.  It is stated that Jira Product Discovery users are not billable users for Atlassian Access, therefore access to Atlassian Access should be free for all our users.  But I do not see a way of creating an Atlassian Access account without billable users - Any ideas?
