I want to know why the Atlassian Guard limit has been breached and why it does not match the current license of Jira/Confluence.

I can see from your screenshot that you have Jira, JSM, and Confluence all under Enterprise plans, and Guard standard. Firstly, all users that are assigned a license to an Enterprise tier product are granted a Guard license at no cost (as this is included in the Enterprise plan).
This means that there are 676 users in your organization that do not currently have a license to an Enterprise product, but have been claimed as managed, and have access to another non-enterprise product within your organization.
To reduce the number of users that are being assigned to the Guard Standard billing, I would encourage you to review the list and assign them an Enterprise License, or modify their licenses to non-billable types. Atlassian provides a list of users that would be considered "Non-billable".
