verified domain vs Atlassian Access

There are features from the table https://support.atlassian.com/organization-administration/docs/what-is-an-atlassian-organization/

As far as I understood from the article, Atlassian Access have additional to v. domain features. But the table says that Access has fewer features than v. domain and they match. Wouldn't it be correct to remove the ticks from these items:
Enforce two-step verification
Require single sign-on
Sync users from identity providers
for v. domains and leave only on Atlassian Access?

I can see that while the documentation is technically correct, it would be very easy to misinterpret its intent.
