I have deleted all files under C:\Users\k123du\.rovodev and reinstalled it several times. Definitely open a ticket https://support.atlassian.com/ it could be a bug and regardless we don't want you struggling alone.
I had a very similar issue yesterday and even after deleting .rovodev folder in C:\users\{username} and the C:\users\{username}\.local\share\acli folder it remained, no matter whether I used --restore or not.
The fix for me was to remove the .agent.md in the acli working folder, starting a session and then copy the .agent.md file back into the working folder and ask Rovodev to scan the file for unusual characters. Looks like I had some strange UTF-8 bytes in there, once removed I could start up without the error.
