May I ask, does your organisation already have an Atlassian Jira site?
A Jira instance needs to meet specific requirements before you can install Rovo Dev Agents. You must have a paid Jira Cloud subscription (Premium or Enterprise plan is recommended), and you need to be an admin of the Jira site. Additionally, Rovo must already be installed on your site before adding Rovo Dev Agents
If so, you should speak to your admins, because they're the ones who can install the Rovo Dev Agents properly.

Do you see a Jira instance already available as an option or you only see the option to start a new site?
At what point do the screenshots above happen? Is that the view you get after clicking this link ?
I had the same issue and this is how I fixed it:
First, go to admin.atlassian.com and create a new Jira site.
After that, use this specific link to sign up for the Dev AI features: https://www.atlassian.com/try/cloud/signup?bundle=devai
This should provision your new site with Rovo and allow you to log in.
