Product Discovery Contributor users in Rovo?

Are Product Discovery Contributor users calculated as a Rovo users? So are these contributors getting some Rovo permissions and are added for the licence.

There wasn't mention about that in document: https://support.atlassian.com/subscriptions-and-billing/docs/managing-your-bill-for-rovo/

No. Contributors do not require a Jira license and are not considered billable users for Rovo.
