It has clearly been activated, but after refreshing a few times, it returns to normal.

The issue appears to be fixed now. After multiple refreshes, the page loads correctly and shows the startup screen instead of the "Rovo Dev Agents is not installed on this site" error. I'll continue testing over the next few days to confirm it's fully resolved. Fingers crossed!

The issue doesn't appear to be fully fixed. The error ("Rovo Dev Agents is not installed on this site") has recurred for me during later refresh attempts, confirming the issue is intermittent.

It was working fine just a few hours ago, but now the error "Rovo Dev is not activated on this site" appears again after just one or two refreshes.

Why is this happening?
