is Atlassian Remote MCP Server available for usage for outside approved clients?

I’m trying to connect to the Atlassian Remote MCP Server from an app I’m building, but I can’t find any documentation on how to do this programmatically. Using npx mcp-remote and the endpoint https://mcp.atlassian.com/v1/sse. I appear to establish a connection, but I’m unable to interact with the MCP (e.g., access tools or issue requests).

Is there documentation available that explains how non-approved clients can connect, or guidance on how to become an approved client?
