Hey,
I have to reinstall windows, but I have a lot of projects / libraries in sourcetree. How can I migrate the whole sourcetree with the projects and settings without downloading them again from one windows to another?

You can migrate your repositories (working copy, revision history, remote configs, etc) by copying the root of each to the temporary storage location and (after the install) back to your machine.
!!Make sure the hidden .git directory is included!!
I do not know how or if you can migrate SourceTree preferences, but you'll have to re-download and install the program either way, just like any other programs that aren't pre-installed.
If you aren't able to migrate SourceTree preferences, you can re-add your repos to SourceTree using "Add Repository > Add Working Copy".
