I'm just trying to determine if a State Government IT department can legally use SourceTree? I'm unclear and would just like clearification from Atlassian.

SourceTree is requires a license to use, but that license is free for any scenario.

You might try reading previous answers regarding the lack of licensing restrictions.

You should consult a lawyer with regards to whether there are any federal or state laws regarding use of third-party software with state government agencies.
