Why 2 Discard options with different appearance

What is the reason for having 2 discard options implementations , each with different screens.

First option: in (right click) context menu when you've selected one or multiple files

Second option: via topmenu Repository - Discard

Not a big thing, but at least strange since these options both have the same shortcut

The "top level" Discard option shares the keyboard shortcut so that if you have nothing selected you can still do so and just select files there or choose to reset them all including merge state.
