"php-8.2.17" can't be opened because Apple cannot check it for malicious software.`

I'm confused by a warning message that MacOS is displaying just today; the dialog also says "Sourcetree downloaded this file today at 9:11 AM".

Why is SourceTree downloading PHP executables, and why is this message suddenly appearing now? Can I disable SourceTree from bringing along its own php?
