I want to use the grouping capabilities for Audience Specific pages so we only notify affected users of downtime. I do not want users to have to create a username/password. Is there a way to avoid this?

There isn't a way to not have a username or password for Audience Specific... it's designed to shield the status behind authentication.
There is a way, however, to do this with Public and internal pages where you enable the 'subscribe to components' functionality. This will enable your customers to subscribe to the components they only need to know about and when you create an incident you select those components to notify your customers.
