Can one develop power-ups for his or her personal boards?

Dear Trello Community,

Recently I started using Trello and I got excited to hear that it offers a platform to develop custom power-ups as well. However, when I go to the respective link (https://trello.com/power-ups/admin/), it says I have no team in place to develop a power-up for.

I am trying to understand the following:

• Can power-ups be developed for personal boards?
• Are there any downsides in creating a team and then storing all my boards inside that team as an alternative to having them as personal boards?

Short mention---I am not a business user, but rather I use Trello for organizing my personal school tasks and chores. I plan to get the Gold subscription, but would still love to have the flexibility of developing custom power-ups tailored to my workflow.
