which JIRA certification is the highest one?

I am a heavy JIRA user and admin also. trying to find out which JIRA certification will be better for me. I would like to know the higherarchy and which one is the highest level certification. thank you

ACP-100 would be the best IMHO. That was the first exam i passed (because i was also a heavy user). Then the other exams were a bit more easier to experience.

I also found 100 the most difficult and would regard it the highest.

For Jira Software -

ACP-120 focuses on Jira Administrators (System Admins)

ACP-610 or 620 focuses on Jira Project Administrators

The certifications are role-based and function-based.  So, there's no hierarchy.

The "Managing Jira Projects" certification are lower in price, so they're a good starting point.

I would suggest taking the ACP-100 because the topics covered in Managing JIRA Projects will also be tested there so instead of writing 2 separate exams, practicing for the ACP-100 would help better him.

Also, as he mentioned he is an Admin, being able to do most of the tasks an Admin needs would greatly benefit him.

All of the certifications are either full certifications or badges.  There's no hierarchy.

In your case as suggested and depending on how familiar you are, you could either go for one of the Project Management courses first and then get the ACP-100 mentioned above later or just study hard for ACP-100 first.

Please, also factor in Atlassian's emphasis on Cloud first and try and get a few Cloud certifications along the way. I am not sure I agree there is a hierarchy but you could definitely specialise (Agile vs Service Management, e.t.c).
