There is a pencil icon near at the top right hand corner of a mirrored card, even if the user doesn't have access to the original card. That user is then able to edit the card, breaking the mirror connection.
Perhaps this is intended, as the user is supposed to have control over the cards on the board, and it doesn't appear to give the user any of the information on the original card, just the link if they use the "Convert to regular card" option.
In fact, I would not be surprised if this was intended. What if the user created a mirrored card by linking a card in the card name? Should they then not be able to remove the card from the board?
The more I think about it, the more this seems intended, though I could also see why this behavior could confuse users, so I figured I would get clarification on it.
