Changing board visibility

I am the administrator of a board but I can't change the visibility - when I click on the "change visibility" icon on the board, all the options are greyed out. How can I change the visibility?

It could be that your board is in an Enterprise workspace, where your company IT admin has imposed sharing restrictions. https://trello.com/guide/enterprise/manage-permissions#board-invitation-restrictions
