I tried to make 2 personal boards today on desktop and I could only add it to a team. Personal options were gone.
I did have success creating the personal boards using the android app but when I checked again, they associated themselves with a team I created months ago.
Is this the new normal now? Should I create a team of only me?
I had exactly the same experience using desktop, and iOS app.
However, I was able to move the board back to Personal with the app. It seems to have stayed there for now. There is no option to do this on desktop.

Thanks for the reply. From reading the article it looks like like the bottom line of the new change is that we will be limited to 10 free boards from now on. Will all my other boards disappear or reassign themselves?

no need to worry - it's written a little bit tricky. Have a close look on this one - working on your own, they make they suggest using Teams as Workspaces. So each Workspace is limited to 10 Boards.
from calling them “teams” to calling them “workspaces”

How many boards can you have on a team?
Free workspaces can have up to 10 open boards (count does not include closed boards). Business Class and Enterprises can have unlimited boards in their workspaces. You are able to create multiple workspaces on the free plan.
