I have a seemingly unique challenge I'm trying to overcome. We are starting to implement Trello across the company, but it is a bit cumbersome to manage all the different cards that we are responsible for.
- The member functionality on the cards isn't great when tasks are going back and forth between people. We have developed a system where labels are added to cards when someone is tagged, so that person knows that they are needed. once they complete their piece, they remove their tag and can tag the next person.
- We are also encouraging everyone to use a custom priority field in each card.
Assuming everyone is using the process outlined above, is there a good way (power up or within Trello) for an individual to easily see ALL cards assigned (label) to them ordered by PRIORITY?
The card view comes close, but still doesn't give me the additional filters I'm looking for.
Reports are also a potential, but I don't know how to get a report of ALL boards at once.

If you have a process that works, that is great but there should really be no difference between assigning members and using a "Member" label. In fact, there is more functionality to be had if you do use members. However, lets stick with the set up you have. Here are some options:
Each member has a home screen, which will list cards from all boards based on when they are due. I understand you use priority as appose to due date but I will keep it here as something that could be helpful to members if you end up using due dates:

You can create a top level board and use dashcards to collate tasks by user tag(label) and priority into counters. Opening the counters will show the cards relevant to the filter

Note, you use a priority custom field, custom fields are not a filter option baked into Trello, however you could use an automation to apply a label to match the priority level and they will become filterable:
When the custom field priorty is set, remove the "{customfieldvaluebefore} label from the card and add the "{customfieldvalue} label to the card

My challenge with the members on the cards is that they don't easily come on and off the cards (though we could train our teams) where the labels have been set up to only appear when someone is actively tagged.
The way I've differed them in my head is that the members on the card are the people involved in the card from start to finish where the labels are when a specific activity needs to be done.
I would love to hear more about how we could use card membership when specific tasks or ownership of the card need to be transferred throughout the lifecycle of the specific cad.
