Help with adding a list or card

I created a Trello as a Resource for housing Transition Resources within the 3 counties I provide services for in the 20-21 school year. I wish to add card to existing lists and add lists but am unable to do so. I have no "add a list" to the list on the far right. The only option I have in a list is to "watch".
