I am looking to add workspace admins so that they can add members, boards, etc. to the workspace. However, I do not want those admins to change specific settings. Is there a way for this to happen? If not, then what can I do to not allow them to delete boards and/or change settings?

You should be able to override specific Workspace Settings from the 'Workspace & board permissions' section of your Enterprise Admin Dashboard - is this capability what you're looking for?
