How can any logged in Trello user create cards in my boards?

My team is set to Public.
And the commenting permissions on all of the boards is set to "Any Trello User can comment on cards.

But when I set up a new account and go to the boards, the user cannot add new cards.

How do I configure permissions so that any user with the link (that has set up and logged into their Trello account) can create new cards?

@David Dabbs in order to create cards on a board, the user must be a member of the board.
