How do I add Powerups to cards when in the Productivity Beta

When you change to the new beta version, there  seems to be nowhere you can add a power-up to the card

Sometimes that dialog doesn't show up, when I need to click a button added before the beta. Why can't you add a button to the card itself? Some buttons are used often. As I see it Atlassian has removed a button I've added, and that I need, from my card layout for no good reason.
