I do apologize, but nothing you described seems out of the ordinary to me, and matches with how Trello works on my end, too. If it helps, I have Trello Premium.
"Advanced" actions like "For each card" are missing when creating Board Buttons
I don't believe there is a "for each" board button automation. I don't have it either. This is available for Rule Automations though.
There is an "advanced" toggle for Rule automations, but this option does not appear for creating Board Buttons.
There is no Automation section under Workspace Settings.
I also don't have an automation section under workspace settings. It sounds like you already know how to access the Automation screen where you can add your own rules if you were able to access Board Buttons. I'm not really sure what other Automation options you are looking for.
Butler does not appear in the Power-Ups directory when searching.
Butler is not a power up anymore, and has been built into Trello (via the methods you seem to be referring to) since 2019.
It appears Butler is not correctly provisioned to our workspace.
How can I enable Butler / Automation for our Premium workspace?
Unless I'm missing something else, it seems to me that everything is operating normally.
