I have set my board to public, but it says people need to have a atlassian/trello account.

How do I make it so it's public to everyone as it states: "A public board is visible to anyone on the internet and will show up in search engines like Google. Only those users added as members to the board can edit, but any person with the link can view it, even if they don't have a Trello account." I've tried to poke around and troubleshoot with some others but it hasn't worked thus far.

People still need an account to log into to grant them permissions.  You don't get "this person can do anything without an account of some sort" from any software.  the "public" bit just means anyone can sign up and there are few (if any) checks that might prevent abuse.
