Is there a way to assign someone to watch a card, or do they have to choose to watch it themselves?

We're wondering the best way to keep stakeholders notified, without them specifically having to click the Watch button.

Hi Jess

Watching a board, a list or a card is left as a user responsibility, so there's not a way to do that on behalf of a user.

However, you can use Butler Power Up to create rules that when a card is added to the board, add xx to the card

Caveat- you're allowed one rule without upgrading to a paid version of Butler.  So as a free Butler user, you can have this rule only for one member.  if you upgrade, you'll have more available.
