Make a cover (gif)

When I upload the gif file, some of them come out as covers, but some of them don't.

It's not about capacity or frame.

I really want to solve this problem.

But my problem is a little different.
There's no cover-making phrase.
I can do a few files, but I can't cover some files at all.
Do you know how to solve this problem?
