I run a small poetry press with just 3-4 rotating members and we've been using the free version of Trello for the time being (if we ever hit 10 members, we'd upgrade). Today, I added a new onboardee and they don't seem to have the sidebar buttons in their tickets, even though you seem to be an admin just like me.
What gives? These buttons for them are just . . . gone, and they can't even use the Card Priority power-up.
This is a huge detriment to our workflow. Can anyone please explain what's going on here?

They're updating Trello, but not all accounts at the same time.

The new member will likely have the new version, which is slightly different in some ways.
To access the buttons, you'll have to click this button, located at the bottom of the back of the card.
