Normal users cannot post comments on cards

I have team members (both admins and normal) configured to enable commenting on a board.   Yet nomal users are not shown the comment box when viewing cards.   What's the deal?  Hoping this feature does not require subscription.

Hey Jay

Is commenting the only thing these affected users are not able to do? Are they able to add cards, move cards, etc?
