Hello, I have a Trello Premium plan, and I know that I have an unlimited number of collaborators as guests, as long as they participate in only one workspace. However, I have many collaborators from outside the company, and in some boards we will have specific collaborators, where I will make them members of a single board. However, I have collaborators who will need to be on two boards due to supervision work.
My question is the following: If I add a collaborator to a board as a guest member (being able to view and edit) and add the same collaborator to another board as a guest observer (only able to view), will this collaborator be considered a member of the workspace and therefore, will I be charged for this? Or will he/she still be using a free account?

When a collaborator is added to more than one board within the same workspace, they are considered a Multi-board Guest, even if they are just an observer on one of the boards. In a Premium Workspace, Multi-board Guests are billable. This article explains billing in more detail.
