Observer to copy cards

We are heavy user of Trello. We have close to 100 cards - all with different checklists and descriptions - for our team members to use as templates.

Is there any way to have the member's not able to change or delete these template cards, but to copy to other boards to use?

Observers cannot copy anything except for the entire board, only members and admins of the board can do that.
