We use Trello to communicate with many outside vendors, many of whom with limited English skills. When they access the board (as guests) they always see the "Request To Join" button. Many click this button, which emails everyone in our workspace. Is it possible to disable this button? We need to control Workspace member access.

Trello Premium offers several ways to manage your Workspace's members, and one of them offers the possibility to restrict who can be added to your Workspace by email domain. For example, if you set the restriction that only users with the domains @Gmail.com and @yahoo.com can be added to the Workspace, people with these domains can still be added to boards, but not to the Workspace itself - and also the button will not longer be available to them. They will still see the banner on the lower left side of the board, but the button to join the Workspace will no longer be available. I'm afraid this would be the only way to prevent board members from seeing that button.
